Network technologies such as 5G are envisioned to provide advanced services that are dynamically customized to meet the needs of groups of users with defined/anticipated Quality of Service (QoS). Network slicing splits a single physical network infrastructure into multiple logically isolated networks enabling elastic resource scaling and enhanced security. This approach will enable multiple operators/vendors to pool their resources together to satisfy public safety needs during an emergency.
While slicing advantages are available now, there are still numerous problems to solve that current network slicing approaches do not address. For example, there is no support of:
a. Multi-vendor and multi-tenant networks as there is not yet a common protocol for creating an end-to-end slice covering a wide variety of hardware, software, and network resources
b. Highly dynamic slice resource scaling - this leads to frequent situations where slice resources are under- or over-provisioned
c. Resource pooling in conjunction with elastic resource scaling across multiple operator radio access networks (MORAN).
The slicing operation will be performed by the emergency network orchestrator that acts as an orchestrator-of-orchestrators across the radio access networks (RANs) of the operators within the affected geographic areas.
